This facility is committed to a "zero-tolerance policy" of sexual assault, sexual harassment, and sexual victimization. This zero-tolerance policy affects all of us, including every employee, contractor, volunteer, and inmate.
About PREA
The Prison Rape Elimination Act (PREA) is a federal law enacted in 2003 that addresses the issue of sexual abuse of persons in custody. The DeKalb County Jail is committed to maintaining a safe and secure environment free from sexual abuse and sexual harassment.
All staff, contractors, volunteers, and inmates are required to comply with PREA standards. The facility has established policies, procedures, and practices to prevent, detect, and respond to sexual abuse and sexual harassment.
Your Rights Under PREA
Right to Safety
You have the right to be free from sexual abuse and sexual harassment while in custody.
Right to Report
You have the right to report any incident of sexual abuse or harassment without fear of retaliation.
Right to Privacy
Reports of sexual abuse are treated confidentially, and your privacy is protected throughout the investigation process.
Right to Medical Care
Victims of sexual abuse have access to immediate medical care and mental health services.
How to Report Sexual Abuse or Harassment
Multiple Ways to Report
If you experience or witness sexual abuse or harassment, you can report it through any of the following methods:
Tell a Staff Member
Report the incident to any jail staff member, including correctional officers, supervisors, or medical staff.
Written Report
Submit a written statement or grievance describing the incident.
Call the Hotline
Use the facility's confidential PREA hotline to report incidents anonymously.
Third-Party Reporting
Friends or family members can report on your behalf by contacting the jail administration.
No Retaliation Policy
The facility strictly prohibits retaliation against anyone who reports sexual abuse or harassment, participates in an investigation, or acts as a witness. Anyone found retaliating will face disciplinary action.
Prevention and Training
All inmates receive PREA education upon intake, which includes information about:
- The facility's zero-tolerance policy
- How to prevent sexual abuse and harassment
- How to report incidents safely
- Available support services and resources
All staff members receive comprehensive PREA training to ensure they understand their responsibilities in preventing, detecting, and responding to sexual abuse and harassment.
